Code 10 means the device couldn't be started, so a problem with the driver, error handling producing an error that it doesn't exactly know how to report on and reporting code 10, windows registry issue with the device/driver config. In the IT support world I saw this most if any software installed to secure USB ports or incorrect driver/corresponding service cannot start that is required. So check any security software you might have installed. Did you try just using the embedded Win 10 drivers? If not, uninstall the driver from within Device Manager, re-scan for hardware changes, select the option to select driver automatically and see if the base driver works or if it doesn't find it select manually and go to Microsoft section.
Then if that works proceed to upgrade the driver from there (if there is a reason to need the later driver) either via windows updates, manually going to device in device manager and update driver over the internet. If that still fails or gives you problems (during the driver update), revert from auto update driver to manually point it to the latest one you downloaded from MS catalogue.
You can try for more help specifically with Wireless adapter or there is the more general MS KB article on Code 10. I recently had this with the teredo adapter in Win 10 and this caused issues with my ability to stream games etc via the Win 10 Xbox app. I resolved mine by removing the drivers and reinstalling. Without any other troubleshooting information from what I provided (KB articles etc) it's hard to say but code 10 is almost always down to the driver.
Have you checked your desktop for any security software that monitors USB ports? First thing I would suggest in this scenario, based on what I know, have you tried using another USB port on your desktop i.e.
One that you haven't used already where it has installed a driver? Also if these are front mounted USB ports try the ones on the rear (more on this if you are trying it in a USB 3.0 port, try plugging it into a USB 2.0 instead). It's possible the code 10 is related to the USB controller drivers rather than the actual Wireless adapter drivers being incorrect. If you haven't already ensure you restart your desktop as well and retry.
Also, has it ever worked on the desktop or has it given code 10 since the first time you inserted into USB on win 10 desktop? Ok so no antivirus suite either that could be monitoring local physical connections? So in theory then given what you just said, have you got to the stage on the KB articles I linked in my first response and uninstalling/deleting the existing driver? If you can get to that stage, rather than point it at the downloaded driver you are using, what happens when you just plug it in and let Windows do the rest (install embedded driver/or tell it to search the internet for the most up to date driver) it comes up again as 'xbox acc' and not functioning correctly still?
Also I was referring to the USB chipset controller driver, what drives the various USB ports on your computer, not the USB Xbox game controller driver. Do these show in device manager fine? Anything else with an exclamation mark next to it/warnings etc?
Sorry not so easy to help with so little information/exact troubleshooting steps taken/ability to see your device manager and how you are undertaking these particular steps from KBs.
So i have tried multiple different options. No matter what happens or what i try, my PC will not recognise any wireless update drivers. I am presented with a message saying 'unable to install XBOX ACC at the end when i try and update the drivers. The method of downloading the drivers from the Microsoft Update Catalogue doesn't work.
